In the 1990s, the World Federation of the Deaf (WFD) Youth Camp was held mainly in European countries, making it difficult for Deaf youths from the Asian region to participate. Therefore, Malaysia hosted the first Asia-Pacific Deaf Youth Camp to make it easier for youth in the Asian region to attend.

Until 2003, the camp was renamed the 3rd WFD Regional Secretariat for Asia/Pacific (RSA/P) Youth Camp and was hosted by the Japanese Federation of the Deaf. After this camp, the prospectus of the camp was drafted by WFD RSA/P and was adopted at the 16th WFD RSA/P Representatives Meeting held in 2004 in Jakarta, Indonesia.

The camp is intended for Deaf youth aged between 18 and 35 years from each country that is a member of WFD RSA/P. Each WFD RSA/P member can send up to four Deaf youths. The objectives of the camp are to help Deaf youth gain leadership skills, exchange ideas and learn about advocacy work, enhance pride in Deaf culture, identity, and history, build networks, and understand the diverse cultures in the Asia-Pacific region.

The WFD RSA/P was renamed to WFD RSA, effective from 1 January 2013.
